e-cat explanation from RS2?

A couple of days ago, a second independent third party report about e-cat was made public.

The problem is with mainstream sciences misunderstanding of heat. There is
no excess heat in the RS (see BPOM, chapters 5, 6 and 7 on heat and thermal relations). It is nothing more than thermal motion in the 2nd unit of motion.
Have they noticed the anomalous magnetic effects yet? That is what is behind the transmutations.

Which anomalous magnetic effect should they notice? I can ask Rossi if you help me to formulate the right question (note they do no know RS).

When thermal motion moves into the 2nd unit of motion, it is no longer in the space of the reference system, but in
equivalent space. As such, the character of thermal motion changes from a linear vibration to a rotational vibration in two dimensions, producing the phenomenon of co-magnetism.
Prof. KVK Nehru documents this in detail in his paper,
"Glimpses Into the Structure of the Sun, Part 1: The Nature of Stellar Matter," Sections 2-4. I recommend you read through that part as he details the thermal and magnetic effects.
Transmutation events occur when the magnetic ionization level increases (as mentioned by orene.org in previous comment). Since the device generates co-magnetism from thermal energy, this will have some effect on the structure of the atoms in the device.
