So the rumored microwave propulsion device is indeed real. Does RS2 theory have an explanation on how this device that should not produce thrust does?

IMHO, that looks more like "gimme grant money" than anything useful as a space drive. From what I can tell of the report, they found a way to "circularly polarize" a microwave, which produces torque and therefore thrust. The effect has been known for a LONG time... Nehru mentioned it in one of his papers on birotation, written 30 years ago.
